Who we are.
Catherine Dry
Catherine founded CD Consulting in the summer of 2023 because she saw an opportunity to support public policy development through rigorous qualitative and quantitative research and analysis leading to actionable recommendations.
Catherine worked as lead Program Evaluator for New Mexico’s Legislative Finance Committee (LFC) where she developed and led independent and award-winning program evaluations and special research studies of interest to legislators. Studies sought to improve the efficiency and effectiveness of state government based on quantitative and qualitative analysis of relevant data. Prior to working as an evaluator, Catherine developed and managed research agendas and analyzed and developed early childhood policy at the state and national level for non-profit organizations, philanthropies and state agencies. She convened broad, state-wide coalitions to ensure policy was informed by those most impacted by proposals. Prior to her policy work, she worked as a management consultant for a firm affiliated with the Wharton School for Business.
Catherine holds a Master’s degree from the Fletcher School of at Tufts University in International Economics, a Bachelor’s degree from Wesleyan University and is a Fulbright Scholar.
Depending on the project, Catherine collaborates with other researchers, designers and stakeholders.
